Public users have access to normal and BETA versions of the bots ONLY when approved serverside by staff. VIPs have instant access to everything.

The thread is accurate. If a new version requires a new offset(because the game patched) then no one can "instantly" use it, this is intended. If a new version is released that does not require a new offset, then it will instantly work for a vip as the vip server is used as a test box, and not on public.
