No the # means comment, so you adding that wont do anything. In windows 10 and well...probably the ones still around, you need to right click notepad and "run as administrator". Then simply add the lines 51.255.91.123 vip.codedeception.com 51.255.91.123 pub.codedeception.com anywhere there is a blank line, the bottom of file is fine. I havent had much luck since HB is known to wipe the hosts file to blank so if it works for you then aweasome, if not you may notice it goes blank, HB may be the issue.
